Pepper Oni is a ruthless businesswoman and founder/owner of Pepper's Pizzeria, who is currently in leagues with Raphus Cucullatus, who does her shady deals using Chris Hecate as her right-hand-man. Pepper is responsible for Cucullatus Inc. importing Austern into the city.
Chris reports back to Pepper about the importing of Austern into the city. Pepper is not satisfied with the slow speed her plans are progressing at. Suddenly, Pepper is approached by a Frog Footman, who demands her presence on behalf of Rose Scarlet. Pepper meets with Rose, who wants to help Pepper reach her goals and proposes a partnership, to which Pepper agrees. Pepper has Rose use her magical abilities to grow and harvest life fruit, while the Austern she has imported causes enough death to summon deathfish. Upon obtaining both the life fruit and deathfish, Pepper has Chris abduct a local master-chef and forces the chef to cook Ambrosia from these ingredients. When the chef succeeds in creating the Ambrosia, Pepper has the chef killed, and is overjoyed at the prospect of finally achieving immortality. However, the Ambrosia is stolen and eaten by Oscar Diggs. Despite this, Pepper remains optimistic, as the success of her first batch of Ambrosia means that they can create more.
