Pollination Technician 7 is an alien in the Caliente family tree. He abducted Nestor Caliente, who later gave birth to Flamenco Caliente, an alien-Sim hybrid who was the father of Nina Caliente and Dina Caliente. Thus, Pollination Techinian 7 is the twins' paternal grandfather. His outfit appears to be a more silvery version of the 'mad scientist' outfit in-game.
