Ree Treave is a premade repo-man from Twinbrook. He can be made playable by marrying him or asking him to move in. Ree is possibly the nicest repo-man in the Sims 3 and it's extensions because his unkindest trait is Inappropriate. Every other repo-man has either the Mean Spirited or the Evil trait, or even both of them.
