His character file was deleted, making him unplayable. He is probably an earlier prototype of the playable Fangaloka and left in the game files by accident.

Fangaloka has the Popularity aspiration and the Aquarius zodiac sign. As far as personality goes, Fangaloka is very playful and nice, but quite sloppy, shy and lazy. He has no skill points.
