Neo Liang is a pre-made babysitter in Starlight Shores. Neo can be playable if asked to move in. Neo is the only NPC wearing no shoes except socks, this could be a mistake by EA. Along with Alani Shepherd, Neo is one of the two only Sims who have the weird combination of the Good and Mean-Spirited traits.
