Billy Caspian is a faded artist living in Riverview, the second town in The Sims 3 (via The Sims 3 Store). His mentor, Hank Ferdinand, guided Billy to his artistic skills, but the story shows he disappeared. The gravestone for Hank in the cemetery reveals that he died of starvation. Billy seems somewhat lost and is trying to become the artist that Hank used to be. He has four points in the painting skill. He has a very muscular body, but oddly no athletic skill.
