Penny Aragon is a pre-made Sim, living in Moonlight Bay. She appears to be of Asian descent. She is athletic and a bit of a daredevil. She works as a lieutenant and is on Level 5 of the Law Enforcement career. She lives alone in the western part of town and seems to be enemies with Liara Kozen, a Criminal at the same career rank as her. She is disliked by Morgan Flynn and her ex-boyfriend Trevor Burton. She has four points in the athletic skill and two in the handiness skill. She is five days away from becoming an adult. Oddly, when player has her move in, she will have four police cars in her inventory.

Penny has a hidden baby who appears in corrupted games. In most games, Penny will give birth to a baby after a couple of weeks. However, she may sometimes start the game with a randomised toddler or gives birth to a baby with a toddler's appearance.^{[confirmation needed]}
