A library is a community lot and lot assignment in The Sims 3 that allows Sims to read books, but not to bring them home.

Gameplay descriptions

Every single book in the home word is here, with the exception of recipes, bait guides, guitar compositions, and books from The Sims 3: World Adventures destinations. If a player gets their Sim to write a novel, when it is completed it will often appear the library. This may not apply to flops. [confirmation needed]

Libraries attract Sims with the Genius[confirmation needed] and Bookworm traits. They have lots of bookshelves, and usually have computers where Sims can practice the Writing skill.

As a lot assignment, libraries provide Power Study moodlet:

Power Study No Mood Effect - Library That quiet library atmosphere makes reading, studying, and working so much more efficient! This moodlet gives Sims a big boost to the speed of many tasks, including: Reading, studying, the Work From Home interaction, and skilling up from skill books.
