Park is a type of community lot in The Sims and The Sims 2, and a lot assignment in The Sims 3.
The Sims and The Sims 2
The Sims and The Sims 2 did not allow community lots to be specifcally designated as parks, but a community lot could be designed as a park. In The Sims, Downtown and Old Town each had a park. In The Sims 2, parks are a common feature of neighborhoods and sub-neighborhoods, though not all will have a park.
The Sims 3
Park lots attract Sims in a similar way to gym and pool lots. Lots can be set as small or large, which dictates how many Sims will gather there. Parks often feature grills and picnic tables.
As a lot assignment, parks provide the Beautiful Park moodlet:

There are two types of lot assignments for park lots: Big Park and Small Park. These influence the boost of the moodlet, and also the number of Sims that will visit the lot. Magician NPCs appear at Big Park lots. Some of the lots listed on this page are actually No Vistors Allowed and Visitors Allowed lots. They generate a park map tag, but do not give the moodlets associated with true parks. The only true park lots added in The Sims 3: World Adventures are the Emperor's Plaza and the Hot Springs.

Central Park is a big park in Sunset Valley. It is the most recognisable park in the game, and a place where many Sims gather. There are ponds for fishing, plants to harvest, and butterflies to collect. There are also picnic spawners that do not seem available in either build mode or buy mode. It is Sunset Valley's centrepiece.
